But he is clearly calling him overpowered in hon compared to dota. If you even were to take the mechanics of the guy into consideration in the different engines and metagames he is considerably weaker in HoN as well as being a top pick in Dota.

Granted his harass is the second most frustrating thing in the game right now (rampage being the first).
